The digital association Bitkom has introduced a tracking tool called the Monitor Staatsmodernisierung to evaluate public administrative reform. The tool measures the implementation status of 222 central projects drawn from federal and state modernization agendas. Its primary objective is to increase transparency regarding state modernization across German federal and state levels.
The monitoring system covers a total of 222 individual initiatives, with 82 originating directly from the federal government agenda and including key lever projects. Digital experts at Bitkom evaluate the status of each project based on information available as of specific reference dates. Through this process, the tool highlights concrete progress achieved by federal, state, and municipal authorities.
The evaluation framework explicitly identifies measures that possess a direct digital connection. Under Bitkom's criteria, directly digital measures encompass all actions that fall within the specific policy field of digital policy. The project assigns these individual actions to specific thematic areas using defined criteria.
