The digital association Bitkom has provided a tracking platform known as the Monitor Staatsmodernisierung. This initiative measures the implementation status of 222 central projects from federal and state modernization agendas. It aims to clarify how much progress the federal government, federal states, and municipalities are making across administrative domains. The monitor evaluates federal progress in modernizing the state and public administration.
The monitor focuses on creating transparency for state modernization efforts across both federal and regional levels. A total of 222 individual initiatives are included in the monitoring system. Out of these projects, 82 originate directly from the federal agenda, including key leverage projects. The federal modernization agenda evaluated by the tool was published in October.
Bitkom's digital experts assess the implementation status of every single initiative using data available at specific cutoff dates. Projects with a direct connection to digitalization are defined as measures directly assigned to the digital policy field. The assignment of measures into thematic areas is conducted using defined criteria. This evaluation method structures the assessment of ongoing public administration projects.
